Abstract

The comments of 237 experts on 42 currently proposed measures for combating the problems of drunken driving were evaluated. There was general agreement that increased supervision measures, clarification, research and therapy are particularly valuable in this regard. Less important are such measures as changes in attitude and the fining of offenders as well as the limitation in the use of vehicles following an offence. Attempts to curb alcohol consumption of known offenders and under certain circumstances to achieve this by forcible measures appear to be completely useless. The comments of the various experts did not seem to differ much in accordance with their occupation, nationality, specialist field or experience. On the other hand it must be recorded, that the common basis of the comments is the belief in the personal freedom of the individual.
