Abstract

In recent years, large-scale water-related disasters have occurred frequently throughout the country. However, the clumsiness for disasters and the delay of a disaster prevention action and the evacuation action of local administrations are pointed out. In order to promote disaster prevention and reduction measures assuming large-scale water disasters being generated, the Ministry of Land, Infrastructure and Transport is pursuing nationwide deployment of "Timeline". This "Timeline" includes many timelines mainly based on relevant organizations concerning disaster prevention, and focusing on the disaster prevention actions before disasters.


In this research, we aim to make the residents timeline with which they do "early security evacuation" and "early life rebuilding / emergency restoration" independently and cooperatively. In order to make the residents timeline, we planned and held a workshop with the cooperation of local residents and regional administration, assuming large-scale river flooding with the embankment breakdown of the Doki River. At the workshop, disaster prevention, reduction and shrinkage actions before and after the river flood were discussed.

近年,全国各地で大規模水災害が頻発している中で,地域行政の災害対応の不手際や防災行動・避難行動の遅れが指摘されている.国土交通省は,大規模水災害が発生することを前提とした防災・減災対策を進めるため,「タイムライン」の全国展開を進めている.このタイムラインは,防災関係機関を主体としたタイムラインが多く,また事前の防災行動が中心となっている.

本研究では,地域住民が「早めの安全な避難」や「早期の生活再建・応急復旧」を意識して主体的に連携して行動するための住民タイムラインの作成を研究対象とした.住民タイムラインの作成にあたり,土器川の堤防決壊を伴う大規模な河川氾濫を想定し,河川氾濫発生の事前・事後の場面で,防災・減災・縮災行動を検討する地域住民と地域行政の協働によるワークショップを企画・実施した.
