Abstract

Teenagers face the greatest risk of criminal victimization, yet they are ignored as a target group by current victim assistance programs. The authors propose the provision of such services to juvenile victims as a means of reinforcing conventional standards of behavior. Attention to the victim's needs instead of the offender's transgressions may break the cycle whereby the exploited becomes the exploiter.
