Abstract

This paper aims to minimize damage and protect people through efficient response in the event of a disaster in urban areas, focusing on civil defense training facilities with an urban disaster prevention function and on vulnerable social groups, who can suffer more damage in the event of disaster. The influential factors in the relationship between civil defense training facilities and the vulnerable social group were verified by multiple regression. As a result, a significant influence relationship was found targeting the group with physically vulnerable characteristics such as the elderly, disabled, and children. Therefore, it is necessary to expand defense training facilities by region, giving priority to the physically vulnerable group in order to minimize disaster damage and facilitate appropriate crisis management.

본 연구는 자연재난과 사회재난 등의 재난이 도시지역에서 발생하였을 경우, 체계적이고 효율적인 대응을 통해 피해를 최소화하고 국민을 보호하는 것이 주된 목적이다, 도시방재 기능을 할 수 있는 민방위 대피시설과 동일한 재난 발생 시 더 많은 피해를 입을 수 있는 취약계층에 초점을 맞추어, 민방위 대피시설과 취약계층 간의 영향관계를 검증하고자 다중회귀분석을 실시하였다. 분석결과, 노인, 장애인 그리고 어린이 등 신체적으로 취약한 특성을 갖는 계층의 영향관계가 유의미하게 나타났다. 따라서 신체 약자인 취약계층을 우선적으로 고려하여 지역별로 대피시설을 확충하고, 활용 가능한 방안을 제도적으로 마련한다면 재난 피해를 최소화하여 적절한 위기관리가 가능해질 것으로 판단된다.
