Abstract

Speed governors are devices that set maximum vehicle engine speed. The authors discuss proposed mandatory use of speed governors on large trucks, a move endorsed by a 2006 American Trucking Associations (ATA) proposal. The story behind the debate is discussed, as are the issues of environmental benefits, efficiency, and safety in speed governor argument evaluation.
