Abstract

In a disaster, so many people are needed to respond that it's easy for the right hand to be ignorant of what the left hand is doing. Integrated Emergency Management Systems is a concept that pulls together the many disciplines involved in emergency work with one goal in mind: advance work to develop an emergency operations plan.
