Abstract

The idea of building toll roads is becoming a viable alternative in many states to ever-worsening freeway congestion and the lack of state dollars available to invest in new highway capacity building. This article reviews the current state of toll road building or consideration in several states including Illinois, Indiana, Texas, Virginia and Colorado.
