Abstract

The reauthorization of the Intermodal Surface Transportation Efficiency Act (ISTEA) is currently under debate in Congress. Proponents for and against reauthorization are spelling out what ISTEA has meant to their jurisdictions. At stake are billions of grant dollars and a continuation of policy that allows local governments to decide how best to spend federal transportation dollars. ISTEA has been the most significant surface transportation legislation in decades as it recognizes the environmental consequences of additional road capacity and transit options. Through ISTEA, users of cars, trains, buses, and bicycles have been part of a public participation decision making process. This article describes ISTEA in its current form and lists the proposed recommendations of local government organizations for its reauthorization. ISTEA advocates are optimistic about reauthorization. Sidebars to the article describe transit maintenance, station lighting, and intelligent transportation systems applications.
