Abstract

This article describes a congestion-relief project in San Diego County, California, which involved intersection improvements at a heavily trafficked intersection. A long traffic signal cycle and business development in the rural community of Bonsall had resulted in exceedingly long traffic delays. The article describes how the California Department of Transportation and the San Diego Association of Governments partnered together to initiate a project that allowed for the additional highway lanes on either side of the Olive Hill intersection, extension of a left turn pocket, addition of a dedicated right turn pocket, construction of a raised median island to channel traffic, and a reduction of the cycle time of the traffic signal controller at the intersection. The article also discusses the environmental mitigation efforts that were implemented in order to protect endangered species in the area, as well as the efforts designed to preserve a Native American cultural site.
