Abstract

This paper describes the variety of access management methods and techniques that can be used to maintain the function of a roadway system and to preserve the safety and mobility of a roadway. Technical techniques include traffic signal spacing, median treatments, corner clearance and deceleration lanes. Administrative techniques include acquisition of access fights, acquisition of development rights, vehicular use limitations, internal access to outparcels, shared driveways, cross access, and an access management overlay zone. Access management policies should be incorporated in a local government's comprehensive plan, and a corridor plan can be effective in coordinating state and local implementation of an effective access management program incorporating these techniques.
