Abstract

This article presents a brief review of the history of imposed sanctions upon states which failed to comply with Federal safety regulations. It is then pointed out that current sanction imposition is based upon the "microscopic" premise whereby if an element has proven itself worthy for inclusion into the Highway Safety Program, it must be maintained or sanctions must be applied. Another evaluative tool is proposed. This technique is called "macroscopic" analysis and refers to the determination of the relative value of an overall program before the ascertainment of the values of its contributary parts. Using the FHWA annual report of highway classification fatalities and rates as well as injury accidents and rates (mandated since 1967), a scenario is created. In conclusion, it is stated that to correct deficiencies identified by this technique, local funding reapportionment could be applied rather than threat of withholding funds.
