Abstract

Basic analytical procedures presented in a Federal Highway Administration funded 6-volume report on the freeway incident management problem are summarized in this article. The article then describes a new user-friendly microcomputer model for quickly and easily computing delay, time-to-normal flow (TNF), and maximum queue (Q-max) caused by freeway incidents. The availability of an interactive Lotus 1-2-3 spreadsheet for fast computations is discussed. This microcomputer tool can be used to estimate the impact of planned incidents and the consequences of freeway incidents for immediately determining the optimum traffic control strategy.
