Abstract

In 1975 the City Council in Troy, Michigan established a Citizen Traffic Committee to provide local officials with an opportunity to review factual situations, engineering recommendations, public safety recommendations, and citizen input before having to take a position on a particular recommendation. The Committee keeps elected officials from having to make a decision based solely on emotional considerations and allows time for engineering recommendations to be considered as well. Assuming that a similar committee can provide the same kind of benefits to other communities, this article presents a discussion on the organization of such a committee and how it operates (including a typical agenda), followed by a summation of the specific contributions to traffic safety that the Citizen Traffic Committee has made in the City of Troy.
