Abstract

Recommendation is made for the adoption of a dynamic, time-dependent approach for the analysis of signalized intersections. A prototype model, limited to platoon flows and pretimed signals, but with no constraints on volume-to-capacity ratios, is described. The model, which overcomes the limitations of the HCM (Highway Capacity Manual ) model, is based on the following concept: use arriving and discharging vehicles in each cycle to estimate delays and queues. The analytical delay models are expressed in close-form solutions similar to those developed originally by Staniewicz and Levinson and are amenable to computations with a hand-held calculator. The approach allows for the estimation of queue progression and delay over a number of cycles in a straightforward manner. Also, the time (in cycles) at which queues are eventually cleared is estimated even if it takes place beyond the analysis period. The details of the model and the approach are described.
