Abstract

This is a a guide for those considering a revision to the 55-mph national maximum speed limit. These guidelines focus special attention on the criteria that might be used to identify appropriate highway segments so as to have the least detrimental impact on highway safety, and the most beneficial impact on drivers and enforcement agencies. General considerations and background data are discussed. The 5 guidelines presented refer to the following: access controled freeway segments; level of service and traffic densty; minimum segment length; engineering and traffic study; and monitoring study and analysis.
