Abstract

Safety information needs of the motorist, the practitioner, and the decision maker that must be considered in establishing safety requirements for local roads, are discussed. The unique problems faced by small cities are noted. The lack of technical knowledge is most evident in the inability to identify existing problems and possible consequences. County problems and settings are not unlike those of small cities. Elected officials have little awareness of the legal and moral responsibility for the safety of the travelling public. The federal government recognized this problem in the creation of the Rural Technical Assistance Program (RTAP). The RTAP attempts to enhance programs for transferring technology to local agencies; improve communication between federal, state, and local agencies and universities; and ecnourage implementation of the latest transportation technologies. Technology Transfer centers created by the RTAP are now established in 39 states.
