Abstract

This article describes a program to control and manage traffic in the neighborhoods of Bellevue, Washington, a rapidly growing city close to Seattle. Growing population and increased travel demand have diminished traffic safety in residential streets, and residents demand help from the local agency. The Neighborhood Traffic Control Program (NTCP) implemented here incorporates 3 elements: education, engineering, and enforcement. Another important feature is community involvement in problem identification, planning, design, impelmentation and evaluation. The article describes the details of the 2-year, 2-phase program. The main priority in this successful program is listening and responding to community needs.
