Abstract

Efforts in several fields have contributed to progress in highway safety, including programs and contribtions by public sector organizations, the Federal Highway Administration, and the states and local governments, as well as the private sector. This article reviews some recent developments in highway safety and comments on some emerging technologies. The 1976 Federal Aid Highway Act and the 3R process (referring to restoration, resurfacing and rehabilitation) is discussed, and the Transportation Board's recommendations in this area published in 'Designing Safer Roads, Practices for Resurfacing, Restoration and Rehabilitation,' is noted. The measuring of retroreflectance in the National Cooperative Highway Research Program's Project 5-10 is also noted. "Positive Guidance," AASHTO'S (American Association of State Highway and Transportation Officials) 'Roadside Design Guide' is discussed, as well as intelligent vehicle highway systems. The importance of research for safety enhancing developments is emphasized.
