Abstract

This article describes a project sponsored by the Federal Highway Administration (FHWA) that addressed the questions of: how to improve traffic signal performance, what it cost to do so, and what the benefits are. The article concludes with the role and interest of the FHWA in improving traffic signal performance nationwide.
