Abstract

This article summarizes the literature and the law regarding the timing of the yellow and red clearance intervals, and gives the results of research on driver opinions and behavior related to the clearance. The litigation following a clearance-related crash in a U.S. city is also described. The study results lead to the conclusion that it would be unrealistic to design signal timing on the assumption that drivers are likely to meet their legal duty to yield to clearing vehicles. It is pointed out that a yellow vehicle change interval should be followed by a red clearance interval of sufficient duration to permit traffic to clear the intersection before conflicting traffic movements are released.
