Abstract

A report that includes unfounded premises and little evidence to support its conclusions cannot be taken as serious scholarship. Unfortunately, that is the case with Charles Pruitt's article on the National Highway Traffic Safety Administration (NHTSA) which appeared in PAR 4, 1979.
