Abstract

It is widely acknowledge that road safety is most effectively delivered when the elements ofEngineering, Enforcement and Education are combined and targeted towards delivering a challenging yet achievable target. The best way to achieved this is through the development and implementation of a Road Safety Strategy. TRL have been appointed by the Department of Transport to develop a Road Safety Strategy for the Emirate of Abu Dhabi. The organization of road safety is currently undergoing major changes in Abu Dhabi as several new government bodies have been created in the last two years. As these bodies are becoming established they are all undertaking a number of significant initiatives to develop and improve their approach to road safety. For this reason the timing of the development of this Strategy is very important as it will ensure that all of the developments are progressed in a controlled and coordinated manner towards a target of reducing road casualties. Through this paper the Authors will detail how the Strategy was developed, how appropriate targets have been calculated and set and how an implementation program has been developed. The paper will also highlight the lessons learned from the approach taken. Please note that data for the Strategy is currently being collected and analyzed. The final Strategy is due to be completed by the end of May 2010.
