Abstract

The administrative machinery for public access to the meetings and the reports of Federal advisory bodies is deficient, owing to ambiguities of provenance, incomplete bibliographic control, and arbitrary executive construction of statutory intent. While the Federal Advisory Committee Act of 1972 was a well-intentioned effort to improve access to the deliberations of advisory bodies and to their reports, the "open meeting" and "timely notice" provisions of the act have engendered a degree of non-compliance. Because of the importance and scope of advisory bodies, the several deficiencies must be countervailed by appropriate congruence between Congressional intent and executive regulation.
