Abstract

The Atlantean fate of New Orleans was, in large part, a factor of its architecture. Through an over-reliance on urban fortifications--levees, bulwarks, and other rigid, literally military defenses built by the U.S. Army Corps of Engineers--New Orleans lost all flexibility to act as its surrounding landscape returned to a state of hydrological dynamism.
