Abstract

This paper reviews the current state of inter-agency management of sexual abuse in the UK. Concerns are raised about the impact of organisational change on collaboration, and the effect of anxiety on organisations and professionals. Using learning theory and Menzies' concepts of Social Defence Systems, the paper explores the implications of 'learning together' in the current climate. A framework for collaboration is proposed, and a number of key questions are posed about the future direction and purpose of inter-agency work in the management of sexual abuse. The paper is based on a keynote address presented at the Greater Manchester Probation Service/NSPCC Conference in Manchester 4 November 1993.
