Abstract

External assistance is often urgently required by local governments when the region is stricken by a destructive earthquake. This paper discussed the innovative Counterpart Assistance (CA) approach applied in post-Wenchuan Earthquake recovery and reconstruction. The CA is a systematic approach with an integrated operational framework, assistance-provision and -reception management and has been proved feasible and effective for post-earthquake recovery and reconstruction (PERR). Furthermore, the counterpart assistance can evolve to counterpart cooperation, ensuring the affected areas' economic renewal and long-term development and could further develop to become a general model for inter-regional coordinated development. As a sustainable assistance model for PERR with Chinese characteristics, some of the successful experiences of the CA approach could be introduced to other countries for post-disaster recovery and reconstruction.
