Abstract

This Act does the following: 1) directs the US Secretary of Health and Human Services to establish an Inter-Agency Task Force on Child Abuse and Neglect, a national clearing house for information relating to child abuse, and a national data collection and analysis program with respect to State child abuse and neglect reports; 2) broadens the scope of research to be conducted by the Secretary with respect to child abuse and neglect; 3) directs the Secretary to publish research, training materials, and investigative materials on child abuse; 4) establishes a National Commission on Child and Youth Deaths; 5) directs the Secretary to provide for programs to increase the number of minority children placed in adoptive families and for post-legal adoption services for families who have adopted special needs children; 6) establishes a program for information and training demonstration grants for local law enforcement agencies with respect to domestic violence; 7) and directs the Secretary to develop and document objectively data on domestic violence. The Act also contains provisions relating to 1) the director, staffing, and advisory board of the National Center on Child Abuse and Neglect (already established); 2) grants made by the Center with respect to the prevention, identification, treatment, investigation, and prosecution of child abuse; and 3) funding of child abuse and domestic violence programs.
