Abstract

The use of citizens band (CB) radios by the motoring public has increased substantially in recent months. Two previously reported programs demonstrated that CB could be used to fulfill many of the legitimate communications and real-time information needs of the traveling public. An intensive CB monitoring program in a major urban area, the Michigan Emergency Patrol, has handled more than 400 000 calls in the past 5 years. The wealth of experience gained from this program orovides useful insights for those planning similar programs elsewhere. A recently established rural-area CB monitoring program being conducted by a state police agency has enjoyed a tremendous public relations success with all segments of the driving public and should encourage other states to implement similar wide-area programs. Based on the experiences of these four programs, a number of recommendations can be made for future system design.
