Abstract

Measures to protect and promote the rights of victims of trafficking in human beings are gaining significance, and due attention is being devoted to them through the adoption of the Council of Europe Convention on Action against Trafficking in Human Beings. This confirms the thesis that the victim should be at the centre of criminal procedure, and not its object. In this paper, the author presents the standards of protection of the rights of victims of trafficking in human beings, which are introduced by the Convention, comparing the requirements set by the Convention with the norms of internal legislation, while investigating the real implementation of the legal norms that regulate the rights of victims in Croatian law. The Convention defines detailed, clear and comprehensive standards necessary to protect the victims of trafficking, persons who have undergone unthinkable suffering unfitting for a human being, and to whom it is human and humane not only to guarantee, but to truly provide, all possible care, attention, assistance and protection. The frames for providing assistance and protection to victims, besides guaranteeing them the rights that belong to them by the letter of the law and international treaties which regulate the subject-matter of trafficking in human beings, are broad, and the implementation of the set requirements in reality represents a great challenge for all states. The process of meeting the standards set and required by the Convention is currently only at the very beginning in Croatia. (English)
