Abstract

This paper examines the methodological problems involved in identifying and evaluating the extent of state terrorism. It attempts the former by examining the two parts that constitute this conceptual problem (i.e., terrorism and the state) before fusing the two in a comprehensive definition of terrorism that distinguishes between the state's terrorist and nonterrorist use of violence both at home and abroad. It then moves on to an analysis of the practical difficulties involved in applying such a definition.
