Abstract

Police force, especially when misused, may endanger the public confidence in the police as well as the entire government legitimacy. Therefore, there is no disagreement on the fact that police use of excessive force constitutes a serious social problem. Despite the abundant research on police use of force, few studies have been conducted on police use force reporting systems in Korea. In order to fill the gap in research, the current study reviewed not only hundreds of police use of force reports completed by Korean police officers but the present police use of force reporting systems in the Korean police agency. Upon review, the current study found several serious defects in the system, including using different types of report forms by police force, imposing the reporting duty only to a certain types of police force, and poorness in the contents in many police use of force reports. To countermeasure these issues, the current study discusses the policy implications including the introduction of police departmental use of force review boards that are frequently found in many police departments in the United States.
