Abstract

A project to encourage the establishment of a viable safety program at the local agency level, rather than to identify and correct site-specific problems, is described. Specific project objectives were (a) to develop and present a 1 1/2-day short course that emphasized the benefits of a local road and street safety improvement program; and (b) to conduct on-site visits to assist local agencies in developing, implementing, and maintaining a local road and street safety program. The developmental tasks and specific contents of the short course are summarized and the accomplishments of the on-site visits are described. The contents of the overall program address low-volume, local road and street safety programming; specific safety improvement considerations; elements of a comprehensive local safety program; identification and implementation of feasible countermeasures; economic evaluation of alternative actions; and risk management techniques to reduce roadway tort liability.
