Abstract

The growth of the economic well-being of citizens in the developed countries directly contributes to the growth of automobilization, the consequences of which are particularly noticeable in large cities: accident rate outburst, environmental deterioration, traffic congestions, social discomfort, decreased status of the city and its attractiveness for life. The search for solution of these problems is a kind of social, environmental and economic challenge for the city administration, engineering and science. At the same time, ensuring the safety and health of the population is a priority for any process. Therefore, the use of traffic lights regulation is particularly widespread in order to reduce the accident rate in large cities. However, the problems of quality and efficiency are often placed on different balance pans: while one is increase, the other is automatically decreased. Therefore, installation of traffic lights satisfied expectations in terms of improving safety, on the one hand, but on the other hand, led to a sharp increase of the already existing traffic congestions and formation of the new ones. This article attempts to improve efficiency of the road traffic management by controlling traffic flows through its key parameter - traffic flow rate. The lane occupancy was determined as indicator of the flow concentration. Achieving this objective included analysis of the state of the problem, formulation of working hypothesis, development of mathematical model describing the process of changing the traffic flow rate depending on the varying degrees of lane occupancy. The use of Trafiсam video detectors and the software complex STATISTICA 10 allowed to carry out experimental studies, the results of which confirmed the working hypothesis and adequacy of the developed model.
