Abstract

In April 2002 a paper by Dave Keenan was published in TEC with the title 'Speed cameras - measuring the brue effect on behaviour'. This paper was based on research undertaken by the author at the Institute for Transport Studies at the University of Leeds in 2001, which measured the speeds of a large sample of drivers around four contrasting camera sites. The paper concluded that installation of speed cameras should be carefully planned it they are to improve accident rates and that a fixed, isolated and visible spot-speed camera can have a negative effect on the speed and accident profiles along an enforced link. Since this research was undertaken, the author has been able to expand the analytical element of the work and extend the accident analysis over a longer period in terms of before and after camera installation data. This paper summarises the work of the earlier paper, adds the results of the additional work which has been possible, considers the policy implications of the results and makes a series of recommendations.
