Abstract

Traffic accidents take a great toll on human life in developing countries. Improving the transport system to reduce this toll offer considerable benefits. This paper investigates the cost effectiveness of road safety in developing countries. The paper demonstrates the necessity of applying correction factors to the police reports for accidents and casualties. Applying such correction factors for Iran, as an example of the developing world, indicate the trend in changing of the costs of road accidents in the past years. Further by preparing the cash flow diagram of costs of safety investment and benefits gained, the very high rate of return of investment in road safety is demonstrated.
