Abstract

This study describes the application of Multi-Criteria Decision Analysis (MCDA) methods for the prioritization of seismic risk mitigation for existing buildings in Wellington, the earthquake-prone capital city of New Zealand. Seismic risk mitigation, through retrofitting or demolitions, is an important need in many cities around the Pacific Rim and in other high seismic hazard locations. The prioritization strategy we propose, based on MCDA methods, can be a fast and reliable support tool for decision makers in finding the optimal sequencing for their retrofitting programs. The premise of the MCDA analysis proposed here is that there are multiple criteria that determine what the societal prioritization preferences are, and these are not limited just to life safety (often the explicit/exclusive priority of governments) and commercial value (the priority of many building owners). We demonstrate how different measures, within four general criteria - life safety, geo-spatial role, economic role, and socio-cultural role - can be operationalized into a viable framework for determining intervention policy priorities.
