Abstract

An overview is given on the guidelines used by agencies across the United States when establishing speed zones. It is demonstrated that variations exist in the methods used by agencies when determining how speed-zone studies should be conducted and how the posted speed limit is determined. Most agencies are shown to use methods that include key variables such as the 85th-percentile speed, accident experience, roadway geometry and roadside development.
