Abstract

Drug policy advocates must move beyond simplistic concepts of supply reduction and demand reduction. A realistic drug policy must differentiate between drug use and abuse and must avoid contributing to the harm done by drug use. A harm reduction approach requires a more refined model representing the interactions of the complex system of variables which influences the outcomes of the drug experience. This paper examines some of the elements that should go into such a model.
