Abstract

The philosophy of operation, accomplishments in injury control research, and methodological achievements during the seven years of this U. S. Public Health Service laboratory are reviewed. Particular emphasis is given to the advantages and problems in applying the experimental method to the development of countermeasures for the personal and environmental hazards that lead to injury. Operating concepts, laboratory technology, and problem definitions are developed from the point of view that accidents occur when the victim fails to anticipate an environmental hazard and that the corrective measures will be found both in modification of the behavior concerned and reduction of the environmental condition that was the immediate cause of the injury.
