Abstract

Disturbed by highway litter, and signs obscuring beautiful scenery, the governor of new hampshire requested the commission of public works on highways to take action. A three-fold program was formulated for: (1) enforcement and publicity given to a law forbidding the throwing of trash on highways, (2) establishment of a merit system which allows certain signs to be erected off highway rights-of-way under given conditions, but resulted in wholesale removal of all others, and (3) a voluntary control plan was set up with cooperation of the N.H. Advertising association to administer signs erected off highway rights-of-way. A scenic areas committee was appointed. Progress is reported on this scenic highway plan in New Hampshire.
