Abstract

According to Aceh Central Bureau of Statistics (BPS Aceh), with a total population of 5,371,532 people, the Province of Aceh shows an increase in the rate of population growth annually. This increase consequently relates to the importance of traffic safety. According to the analysis of road accidents in Aceh Timur, the number of casualties is 2069 people with 397 people died, 244 people critically injured, 1428 people with non-fatal injuries, in addition to material losses of Rp. 2.4 billion over the last five years. The study aimed to analyze segments on the roads subject to traffic accidents and determine the accident-prone area so that priority action can be executed. The methods implemented in the analysis are based on Highway Safety Improvement Program in the Highway Safety Manual (HSM). The initial step was formulated on the planning component consisting of data collection, accident-prone area identification, on-site inspections, and priority step selection. The secondary step was the implementation of a component comprising scheduling and assembling improvement to safety. The tertiary step was the evaluation component, which is road safety improvement evaluation. The results of the analysis are displayed in ranking. The first ranking is based on the accident severity category (REPDO) which the loss caused by accidents can be measured. The second ranking is based on the accident rate. As the result, there are 3 vulnerable road segments with priority action locations as follows: Gampong Jalan road with a value (REPDO) of 15, Seuneubok Peusangan road with a value (REPDO) of 16, and Lhok Dalam road that valued (REPDO) at 5. Meanwhile, the results of the safety audit are Gampong Jalan road with 53%, Seuneubok Peusangan road with 23% and the safety percentage of Lhok Dalam road was 47%.
