Abstract

Major concepts that have served the field of Highway safety as meta-theory are critically reviewed and their limitations discussed. The need for fear he is stressed. A conceptual framework for the Highway safety process that can serve as a step toward theory is presented. Risk management is introduced as an integral part of the Highway safety process. The basic elements of risk management are identified and their application in the Highway safety context is described.
