Abstract

The UK's new Education and Inspections Bill will place a duty on local education authorities in England to access the travel and transport needs of pupils and to promote sustainable methods of travel to school. Most local authorities are on track to meet the Government's target of 40% of schools equipped with a school travel plan (STP) by March 2006. The implementation of STPs by schools in Hartlepool and London is outlined. London schools have moved away from 'Safe Routes to Schools' initiatives towards STPs. They can no longer obtain Transport for London (TfL) funding for infrastructure projects such as cycle lanes unless they have an STP in place. Dedicated school travel advisers have been appointed by local authorities. TfL personnel talk to each school individually to find out their specific interests and requirements. The Government target is for all schools to have an STP by 2010. An evaluation of STPs produced inconclusive results, partly due to the poor quality of the data. London boroughs are now using iTRACE to input STP data to help monitor the benefits of STPs.
