Abstract

The Honolulu Police Department developed a community-based approach in cooperation with neighborhood groups to reduce speeding in residential areas. The program includes an evaluation of speed levels before and after the program and the involvement of residents in a public information campaign designed to increase awareness about speeding. The program achieved a 12.4% reduction in average speeds and led to more than a five fold increase in the proportion of drivers in compliance with the posted speed limit.
