Abstract

The political intent to reduce the risk of accidents of beginner drivers by amending Section 24 a and introducing a general alcohol prohibition on beginner drivers is expressly supported. For basic theoretical considerations and technical reasons with regard to measurements limit values of 0.00 mg/L and zero tolerance are not detectable. The limit values of 0.10 mg/L and 0.20 permille proposed by the DGRM Alcohol Commission may be deemed acceptable from an expert view point as has been revealed by drink tests with low blood alcohol and breath alcohol concentration values.
