Abstract

This paper examines the relationship between occupant restraint enforcement and corresponding observed safety belt use in selected urban locations in Texas. A positive correlation was observed between driver belt use and local levels of enforcement, as measured by restraint citations issued per population. However, when a second indicator of enforcement level was utilized and different time periods examined, the relationship between restraint use and enforcement efforts was less evident. Demographic factors for the study cities were examined in an attempt to further explain the variations in belt usage rates across cities.
